MEMORANDUM FOR: THE UNITED STATES SECRETARY OF DEFENSE
THE HOUSE OF REPRESENTATIVES DEFENSE
SUBCOMMITTEE
THE UNITED STATES SENATE DEFENSE SUBCOMMITTEE
FROM: USAF/Pelagir.
SUBJECT: Emergency Funds to Reduce the Number of Fatalities in Pelagir
1. In a period of a month, 14,700 fatalities were reported in the peace-keeping force in Pelagir.
The three major reason of fatalities are staph infections (33%), cholera (32%) and typhus
(21%); combined, it represents the 86% of total fatalities during this period and those causes
have in common that are classified as diseases. It is strategically important to provide the
medical attention needed to our soldiers in terms of medicaments and hygiene, through the
emergency funding, to attend and prevent the diseases that affect the well-development of our
peace-work in Pelagir.
2. During previous months, a survey was conducted to quantify the number of fatalities during a
month period and establish the main causes of fatalities during the present peace-work in
Pelagir. 14,700 fatalities where registered, with its respective cause, and it was reported nine
different causes, that are reviewed in the following circular chart:
3. The three main causes of fatalities (staph infection, cholera and typhus) are also classified as
diseases and combined represent the 86% of the fatalities reported. Those diseases have in
common that developed in poor-hygiene conditions. The prevention is an important measure
to reduce significantly future infections (and therefore, more fatalities) by those causes and
that is why, it is requested by this document to use the half of the emergency funding in
resources that could improve the hygiene in the environment where our soldiers live.
4. Also, to prevent more fatalities it is necessary to attend the soldiers that are infected with those
diseases and who needs a better medical attention. Being identified the diseases that causes
more fatalities, it is strategically important to use the other part of the emergency funding to
purchase specific drugs (like antibiotics) for the treatment of staph infection, cholera and
typhus. By the opportune treatment of our infected soldiers (using the most effective
medicaments) we reduce the recovering time, the probability of infection (between infected
and healthy soldiers) and we save lives.
5. As conclusion, the three main causes of fatalities, reported in our survey, could be reduced by
the actions of prevention and treatment. The emergency funds should be prioritized on those
activities to ensure a successful development of the peace-work mission.
